I think it had much more use in Fallout 3, especially when they raised the level cap. Most of the level 20-30 perks were rubbish so you had the. Explorer is a perk in Fallout, Fallout 2, Fallout 3, Fallout: New Vegas, Fallout Tactics and J.E. Sawyer's Fallout Role-Playing Game. The mark of the Explorer is to search out new and interesting locations. With this perk, you have a better chance of finding special encounters.
The man-killer perk seemed like the best to start to me, and the +skill points per level and +skill points per book are my next two favs for starting 3. The rest of the first few tiers of perks just aren't good enough, and it's better to make the early investment and get 100+ extra skill points over the game.

Well, what about locations added via mods after the perk is taken? This mod runs a script that reveals all map markers as they are added to your game.
