The time between the final Y-Wing bombing run and the Empire winning is very short (3-5 minutes), so you need to be quick when it comes to downing the AT-AT.I'm not sure if they need to be on low health for you to bring them down, but in the video, you can see that the second one still had more than half health. It didn't seem to record me downing the first walker, but it had more than 3/4 health I believe.
