Thanks:)First off you're gonna want to navigate to C:UsersyournameDocumentsParadox InteractiveEuropa Universalis IV and click on the mod file.You might not see any files in there, or there may be lots but that doesn't affect anything.Start off your mod by creating a folder, calling it whatever you want.Go into your newly created folder and create 5 folders called; common, decisions, gfx, history & localisation. Enter your common file and create two MORE folders called; countries & countrytagsEnter the countries file and create a.txt file (it doesnt have to have a specific name, it just needs to be unique)You don't need notepad yet but you are fine to use it now if you want. List Of Formable Nations In Eu4 World
For my playstyle, Great Britain would have to be on there somewhere near the end. Not many nations have diplo annex cost in their ideas, and with some of the mechanic changes to states, that's more useful than ever (and it was already powerful). Also +20% goods produced I believe is the strongest in the game? I don't think the wiki has a list of NIs with Goods ProducedAlso they're one of the few nations with an actual mission tree, which automatically makes them more powerful than other formables. Maybe that's an unfair criteria to include but it matters with the current state of the game. Permanent claims that come from mission trees are very strong.
